Profesor titular de la Escuela de Negocios de la Universidad Adolfo Ibáñez (Chile).

Su investigación se centra en economía de la salud, con énfasis en equidad sanitaria, sistemas de salud y políticas económicas para el control de enfermedades no transmisibles.

Fue miembro de la Comisión Asesora Presidencial para la Reforma del Sistema Privado de Salud en Chile, del Grupo Científico en Análisis de Equidad e Investigación de la Organización Mundial de la Salud (OMS), del Comité Consultivo del GES (Chile) y del grupo de expertos de la Agencia Internacional de Investigación en Cáncer (Francia). Además, es consultor frecuente de organismos internacionales como la OMS, la Organización Panamericana de la Salud, el Banco Mundial, el PNUD, FAO, UNICEF, la CEPAL, el Banco Interamericano de Desarrollo, entre otros. Fue Director de Investigación de la Escuela de Negocios de la UAI.

Es Editor Asociado de Addiction y miembro del Editorial Advisory Board de Tobacco Control. Fue Editor Invitado en la Revista Panamericana de Salud Pública y de Tobacco Control. Ha obtenido financiamiento para sus investigaciones de la Agencia Nacional de Investigación y Desarrollo (ANID, Chile), del International Development Research Centre (IDRC, Canadá), de Bloomberg Philanthropies (EEUU), del Canadian Cancer Society Research Institute (Canadá) y de la Universidad de Illinois at Chicago (EEUU), entre otros.

En 2018 recibió el Premio Día Mundial sin Tabaco otorgado por la OMS en reconocimiento a sus contribuciones a la economía del control del tabaco. Es Miembro Internacional Distinguido del Comité Consultivo de Evaluación Global del Programa de Investigación Global en Alimentación de la Universidad de North Carolina (Chapel Hill) y Director del Hub Regional sobre Impuestos al Tabaco (Tabaconomía) de la Iniciativa Bloomberg para Reducir el Uso de Tabaco.

His research focuses on health economics, with an emphasis on health equity, health systems, and economic policies for the control of non-communicable diseases.
He has served as a member of the Presidential Advisory Commission for the Reform of the Private Health System in Chile, the Scientific Group on Equity Analysis and Research of the World Health Organization (WHO), the Advisory Committee of the GES (Chile), and the expert group of the International Agency for Research on Cancer (France). He is also a frequent consultant for international organizations such as the WHO, the Pan American Health Organization, the World Bank, UNDP, FAO, UNICEF, ECLAC, and the Inter-American Development Bank, among others. He was Director of Research of the Business School of Universidad Adolfo Ibáñez.
He is an Associate Editor of Addiction and a member of the Editorial Advisory Board of Tobacco Control. He has served as Guest Editor for the Pan American Journal of Public Health and for Tobacco Control. His research has received funding from the National Agency for Research and Development (ANID, Chile), the International Development Research Centre (IDRC, Canada), Bloomberg Philanthropies (USA), the Canadian Cancer Society Research Institute (Canada), and the University of Illinois at Chicago (USA), among others.
In 2018, he received the World No Tobacco Day Award granted by the WHO in recognition of his contributions to the economics of tobacco control. He is a Distinguished International Member of the Global Evaluation Advisory Committee of the Global Food Research Program at the University of North Carolina (Chapel Hill) and Director of the Latin American Hub on Tobacco Taxation (Tabaconomia) of the Bloomberg Initiative to Reduce Tobacco Use.
He holds a Bachelor’s degree in Economics from the Universidad de Córdoba (Argentina), a Master in Economics from Georgetown Univeristy (USA) and an M.Phil. and D.Phil. in Economics from the University of Cambridge (United Kingdom)."
